Selling an inoperable car in Sherwood
Sherwood's code puts a number on it: one. Section 8.12.01 makes it unlawful "to openly store more than one (1) inoperable vehicle," and that one car has to sit "behind the principal structure, out of sight from a public right-of-way," for no more than "ninety (90) days, for the purpose of making arrangements to repair or restore said vehicle." Park a second dead car, or put the only one in the front drive, and you are in violation from day one. We buy whole non-running and junk cars, so you can sell the whole car as it sits, with free pickup anywhere in the US.

What the 90 days does and does not cover
The 90 days is for arranging a repair. It is not a place to strip a car. Section 8.12.04 says a vehicle may not be "in a state of major disassembly, disrepair, or in the process of being stripped, dismantled, or stored on blocks or jack stands." The property maintenance code, 11.40.03, also bars "a state of major disassembly, disrepair, or in the process of being stripped or dismantled." Heavy repair and body work belong "inside an enclosed structure or similarly enclosed area designed and approved for such purposes." Planning to sell it piece by piece? Read part it out or sell it whole first.
How enforcement runs
Under 8.12.04, a Code Official who spots a problem vehicle, "on public, private and commercial property or city streets," can issue a written notice to comply. The notice may tell you to move the car behind the house, repair it, or remove it if it cannot go behind the house. Once a car is moved back there, the official takes "photographic evidence of the vehicles original state" and notes the 90-day deadline. When the notice runs out, the official checks again.
The fines are set out in 8.12.05:
- $100.00 to $250.00 on conviction, or up to 10 days in jail, or both.
- At least $50.00 a day for each day the violation continues after notice, with each day a separate offense.
- Removal. If a citation cannot be issued, the official may treat the car as abandoned and have it removed "by the cities contracted towing company."
Businesses "properly zoned for their open storage" of inoperable vehicles are exempt.
The street is worse
Under 8.12.09, a car on "the public streets or ways" that would count as inoperable "shall be treated as an abandoned vehicle." Rolling it out to the curb buys no time. And 8.16.23 bars parking in front of a driveway, within four feet of one on the same side of the street, or across a curbside mailbox or trash spot.
Title and plates for a Sherwood sale
Titles in Arkansas belong to DFA, handled at State Revenue Offices or on MyDMV. The seller signs the title and gives it to the buyer. Then seller and Sherwood buyer complete Form 10-313 with the buyer, VIN, sale date, description, mileage, price and signatures. A notary is not one of the steps DFA gives sellers.
You keep the plates. In Sherwood, a later move to another car costs $1.00 at DFA. Sherwood sellers may file a Notice of Transfer of Ownership if they want to. It is optional and free. Arkansas law (Ark. Code 27-14-911) relieves a seller who truly sold and delivered the car of liability for the buyer's negligent driving.
Title missing? DFA replaces it for $10.00 at any State Revenue Office, with a wait of three weeks or longer. Clearing out more than one car? See selling several junk cars.

Questions people ask
- Can a Sherwood home keep a car that doesn't run, and for how long?
- One. Code 8.12.01 makes it unlawful to openly store more than one inoperable vehicle, and that one must be behind the principal structure, out of sight from the street, for no more than 90 days while you arrange a repair.
- Can I work on the car in the driveway?
- Not major work. Sherwood's code says a vehicle may not be in major disassembly, stripped, dismantled or on blocks or jack stands outside. In Sherwood, big jobs like an overhaul or body repair have to happen inside an approved enclosed space.
- What are the fines?
- Code 8.12.05 sets $100.00 to $250.00 on conviction, up to 10 days in jail, or both. Once notice has been served, every further day is its own offense carrying at least $50.00.
