Selling a junk or dead car in Beaumont
Seven days on the driveway is all Beaumont allows a dead car. Section 17.04.030 states that "abandoned and inoperable automobiles and recreational vehicles shall not be kept on the driveways or in the yard areas of private property for more than seven days." It sits among the zoning code's property-maintenance rules, apart from the abatement chapter.

Two abandonment presumptions
Section 8.20.050 draws two lines:
- "Any vehicle or part thereof left parked or stored on public property for a period in excess of 72 hours shall be presumed to be abandoned."
- "Any vehicle left, parked or stored on private property for a period in excess of 21 days shall be presumed to be abandoned."
Highways fall outside Chapter 8.20; Section 8.20.010 leaves those to the state Vehicle Code.
Hearings run through the police chief
Beaumont routes hearing requests to the Chief of Police or a designated representative, who must receive them "within ten days after the mailing of the notices of intention to abate and remove" (Section 8.20.130). A landowner can file a sworn, written denial of responsibility, and it counts as a request "which does not require his presence." Registered-mail notice of the hearing date follows at least ten days before it.
The Abandoned Vehicle Hearing Officer "may delay the time for removal of the vehicle or parts thereof if, in his opinion, the circumstances justify it" (Section 8.20.140). Where a car was left without the landowner agreeing, and the landowner did not go along with it later, the parcel is not billed; the car's owner may be.
Trailers at the curb
Section 10.12.030 bars parking any trailer "which has been detached from a truck tractor or truck, or which is not in itself capable of being driven" on a Beaumont street, alley or public right-of-way. Towing a dead car away yourself means keeping the trailer off the street.
Leaving it somewhere is worse
Beaumont drivers can't ditch a car on a road under VC 22523, or on land that isn't theirs unless the owner agrees. Breaking it costs $100 or more, and the owner has to show the removal bill was paid. An impounded car nobody reclaims leaves its last registered owner owing whatever the lien sale fails to cover. A report of sale on file prevents that.
REG 138 is that report, due 5 days after you sell. Your signature on the California title is the heart of the transfer; DMV's seller instructions contain no notary step. A car declared nonrepairable under VC 431, a complete burn for instance, can never be titled or registered again. Standard California plates generally travel with the car. See wrecked or totaled and fire damage.
