Selling a dead or junk car in Highland
A Highland car that has already been towed runs on the tow yard's schedule, not yours. Civil Code 3068.1 gives tow and storage companies a possessory lien. For a Highland car valued at $4,000 or less, Civil Code 3072 sets the timeline. Once a Highland yard's lien starts, it has 15 days to get the lien sale going. After mailing its Notice of Pending Lien Sale, the Highland yard holds the sale 31 to 41 days later. 10 days is the limit in Highland. Mail back the "Declaration of Opposition" by then if you want a judge to hear your side. That $4,000 cutoff is a legal category, not a value anyone puts on your car.

No Highland ordinance found
Our search did not surface a Highland vehicle-abatement ordinance. The state lets every city write one (Vehicle Code 22660) covering dead, wrecked or dismantled cars on any property, with cost recovery, so assume Highland may have rules and deadlines of its own. A notice from the city would name them. Towed or impounded covers reclaiming a car.
Walking away has a price
Under VC 22523, a Highland owner may not abandon a vehicle on a road, or leave it on private land without permission. Expect at least $100 in fines and a receipt showing you covered the removal. If an impounded car in Highland goes unclaimed, its last registered owner commits an infraction and must pay any amount the lien sale didn't cover. A report of sale (VC 5602) clears both.
Under VC 22669, a car believed abandoned on a Highland road or any property can be removed by a peace officer or an assigned city employee. When a Highland car sits on one street 72 hours straight against a local parking rule, VC 22651 allows a tow.
If the car is headed for dismantling
DMV wants a car recorded as Junk before anyone takes it apart; dismantling first adds an investigative service fee. Send the plates to DMV along with that application. You do not need a dismantler's license to junk your own car.
Without the usual ownership papers, the dividing line is $5,000. Under that amount, no bond. Hand DMV the papers you have and REG 256, the Statement of Facts. The Highland owner uses it to state the car's source and value, and that no lien is on it. At or above it, DMV requires a motor vehicle bond. Car not in your name goes deeper.
A Highland car turns salvage with no percent test. Under VC 544, a Highland car is a total loss once the owner or insurer judges repairs too costly to be worth doing.
Selling instead of junking
A private sale is simpler: you sign the title, the buyer files it, and REG 138 goes to DMV from you within 5 days. Ordinary plates stay on the car in that case. Junk car removal weighs the options.

Questions people ask
- How soon can a tow yard sell a towed Highland car?
- Under Civil Code 3072, a yard holding a Highland car worth $4,000 or less gets 15 days from the start of its lien to begin the lien sale. Highland's sale happens between 31 and 41 days after the pending-sale notice is sent.
- What if I never pick the car up?
- When an abandoned Highland car goes unclaimed, VC 22523 holds its last registered owner to an infraction and makes them cover any shortfall after the lien sale. A report of sale on file gets you out of that.
- No title, no papers: can DMV still record the car as junk?
- If it is worth under $5,000, yes, with no bond. You file whatever ownership documents exist plus a REG 256 Statement of Facts covering where it came from, its value and that nobody holds a lien on it.
