Selling a dead or junk car in Jurupa Valley

Jurupa Valley's parking code names what it is guarding against: people "using city roads as storage space." Section 12.25.020 limits any vehicle or trailer on a city highway to three days, and once enforcement tags it, it cannot move to a spot within 500 feet "with the intent to circumvent the seventy-two (72) hour parking limit." Off the street, the clock on a dead car is just as short. If yours has quit, we buy whole non-running and junk cars, and you can sell the whole car as it sits with free pickup anywhere in the US.

On your own lot: 72 hours

Section 12.05.150 makes it unlawful to leave an "abandoned, wrecked, dismantled or inoperative" vehicle on "any private property or public property, including highways," for "seventy-two (72) or more consecutive hours" unless it is completely enclosed. The city declares those cars a public nuisance under Vehicle Code 22660, and Section 12.05.080 lets its Vehicle Abatement Officer have them removed by the procedure the chapter sets out, notice included.

Who gets the letter

Jurupa Valley mails the ten-day notice registered or certified to the landowner "as shown on last equalized assessment roll," and to the car's "last registered and legal owner of record." So if you sold a car and the DMV still lists you, the second letter can land in your mailbox. That is one reason to file the release of liability below.

Ten days from the mailing date is all the letter allows, for removing the car and for requesting a hearing alike. Silence lets the City Manager order the tow and bill the landowner for it, administrative costs included.

Twelve days at the yard

Removal is not quite the last step. After the city mails notice that it will dispose of the car, final disposition can go ahead if no one claims it "from the scrap yard, automobile dismantler's yard or public disposal area within twelve (12) days."

When a tow yard has it

Under Civil Code 3068.1, California grants towing and storage businesses a possessory lien. A sale of a Jurupa Valley car valued at $4,000 or less runs under Civil Code 3072. A Jurupa Valley owner is sent a "Notice of Pending Lien Sale" through the mail. In Jurupa Valley, the yard's auction comes 31 to 41 days after it sends the notice. Send back the "Declaration of Opposition" inside 10 days and a Jurupa Valley court rules on it instead. A Jurupa Valley owner whose abandoned car goes unclaimed at an impound is guilty of an infraction as the last registered owner and pays any shortfall from the sale, unless a report of sale was filed. Towed or impounded walks through it.

Title and plates

Jurupa Valley sellers go to the state DMV for title matters, either at a field office it runs or by mail. You sign as seller, with any listed lender signing next to you, hand the title to the buyer, and the buyer submits it. No notary appears in the DMV's steps. The sale goes on REG 138 within five days, online or by paper form. Standard plates usually remain on the car for the buyer. Lost the title? REG 227 is the first step (junk car with no title).

Getting an offer

Four things get an offer started: the car itself, its mileage, if it runs, and the title's condition. Send them online or call (877) 421-6008. The truck can load it from your yard, the curb or a repair shop. Neighbors with pages: Riverside, Eastvale, Norco and Fontana; California has statewide law.

Questions people ask

What is the parking limit on Jurupa Valley streets?
Three days on a city highway, under Section 12.25.020. Once tagged, a car moved less than 500 feet with the intent of dodging that limit is still in violation.
Who gets the abatement letter?
Registered or certified mail goes to both parties: whoever owns the land per the county's last equalized assessment roll, and the car's own last registered and legal owner. The exception is a car too far gone for its ID numbers to be read.
The tow company says it will sell my car. Can I stop it?
In Jurupa Valley, cars valued at $4,000 or less follow the steps in Civil Code 3072. First a Notice of Pending Lien Sale arrives from the lienholder. The sale follows 31 to 41 days on, and a Declaration of Opposition sent in 10 days earns you a judge's hearing.
