Norco dead cars: the 30-day rule and selling one
Thirty days is Norco's limit. Chapter 6.24 calls it "unlawful and a misdemeanor" to leave a vehicle in an abandoned, wrecked, dismantled or inoperative condition "upon any private property or public property not including highways within the city for a period in excess of thirty days," unless the chapter's conditions are met. When a Norco car stops running and starts counting days, we buy whole non-running and junk cars.

Norco's ten-day notice
Norco's landowner notice reads: "You are hereby notified to abate said nuisance by the removal of said vehicle (or said parts of a vehicle) within 10 days from the date of mailing of this notice." Ignore it, and the city removes the car and assesses the costs, "together with administrative costs," to the landowner.
The car's registered or legal owner gets a separate notice. Within ten days after mailing, either the car's owner or the landowner may request a public hearing before Norco's city council. Without a request, "the Planning Director or Sheriff of Riverside County, California shall have the authority to abate and remove" it.
Once Norco orders removal
Three possible countdowns run before the car may head to a scrap yard or dismantler's yard:
- "Five days after adoption of the order declaring the vehicle or parts thereof to be a public nuisance"
- five days from mailing of the decision, where Section 6.24.100 calls for that notice
- "fifteen days after such action of the governing body authorizing removal following appeal"
Norco garages and tow liens
A garage that receives a car under Sections 6.24.160 or 6.24.170 gets "a lien dependent upon possession" for towing and care, "for a period not exceeding sixty days." State law stacks on top. Civil Code 3068.1 gives a Norco tow yard a possessory lien on the car it holds. A Norco car valued at $4,000 or under is sold by the rules in Civil Code 3072. A Notice of Pending Lien Sale goes to the Norco owner by mail, with the sale held 31 to 41 days after. A Norco owner who mails a Declaration of Opposition within 10 days gets a hearing in court. More on this: towed or impounded.
California paperwork for a Norco sale
- Sign the California Certificate of Title, joined by any lienholder. Norco sellers will see no notary in the DMV's seller steps.
- In Norco, the seller sends in REG 138 within 5 days, on paper or online. Tickets after the sale then shift to the buyer.
- Ordinary plates generally stay on the car.
- Heading to be wrecked or dismantled? Then Smog Check is waived.
If the car went unregistered with no Planned Non-Operation (REG 102) filed, those years may carry back fees and penalties. Car sitting for years covers that. With no title at all, start at junk car with no title.

Questions people ask
- How long may an inoperative car stay on Norco property?
- Thirty days. Chapter 6.24 makes a longer stay "unlawful and a misdemeanor" for a car in an abandoned, wrecked, dismantled or inoperative condition, on private land or on public land apart from highways, unless the chapter's conditions are met.
- Who decides whether a Norco car is removed?
- The car's owner or the landowner may request a public hearing within ten days of the notices going out. Norco's city council runs it. With no request, the Planning Director or the Riverside County Sheriff may remove it.
- What if Norco has my car taken to a garage?
- The garage keeper gains a possessory lien covering towing and safekeeping for up to sixty days. California's lien sale rules for tow companies apply on top of that.
