Selling a dead or junk car in Star

Star straddles two counties, Ada and Canyon. Before you head to an assessor's motor vehicle office for title help, check which county your address falls in. It is the first local wrinkle in getting rid of a dead car here. Not keen on repairs? We buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

The 72-hour street rule

Section 5-2-7 says "no person shall park a vehicle upon any street or alley for a period of seventy-two (72) hours or longer." It also speaks to cars that "are moved from a parking spot and then re-parked on the same side of the street" between the same two cross streets, or onto an adjacent street by the same property within 24 hours. A short shuffle down the block is unlikely to restart the clock, so read the full section before trying it.

City property is stricter: "No overnight parking of vehicles is permitted on city property unless otherwise designated." Section 5-2-2 adds that cars park on the right-hand side facing the flow of traffic, with the right wheels within 18 inches of the curb.

When a yard becomes a junkyard

Star's zoning definitions (8-1E-1) describe a vehicle wrecking yard or junkyard as any lot where "two (2) or more vehicles without current registration or two (2) or more inoperable or dismantled vehicles" are stored, dumped or dismantled. Vehicles "stored or dismantled within a completely enclosed structure" do not count. Repair shops and dealers must keep inoperable cars behind a closed vision fence or indoors, out of sight of the street (8-5-38 and 8-5-39). Got a few to move? several junk cars explains clearing them all at once.

The sections we read did not include a residential junk-car nuisance rule. State law applies regardless, and Star could have further rules in sections we did not see. In Star, you can't abandon a vehicle on a highway, or park it on another person's land without their permission.

Title and plates

Whichever county you are in, a title costs the $14 state fee plus that county's admin fee. When a car in Star is sold for scrap, the front of the title gets "for junk only". After that, no one may sell it for the road.

The plates and registration card are yours to keep. Moving the plate to another car means registering that car first and paying a $5 transfer fee. A Star seller pays $3.50 for the release of liability, and it must reach ITD within 5 days of the sale. Missing a title? Selling with no title covers the notarized duplicate.

Questions people ask

What is Star's street parking limit?
Under 72 hours. Under Section 5-2-7, a vehicle can't stay on a street or alley 72 hours or more. Shifting it a few spots down doesn't get around that.
Does Star have a junk-car rule for homes?
The sections we read define a vehicle wrecking yard as a lot with two or more unregistered or inoperable vehicles, but did not include a residential junk-car nuisance rule. State law fills the gap, though Star could have rules we did not see.
Which county do I deal with in Star?
Star lies in both Ada and Canyon counties. Idaho title papers are handled by the county assessor's motor vehicle office. Look up your county before you go.
