Selling a dead or junk car in Gloucester
Gloucester puts a number on how long a wreck can sit in your yard: 60 days, unless it carries a valid Massachusetts inspection sticker. Past that point, a broken car parked outdoors breaks the city code. We buy whole non-running and junk cars, so you can sell the whole car as it sits, with free pickup anywhere in the US.

Section 9-11 and the sticker
The rule binds anyone "in charge or in control of any real estate within the city," whether owner, tenant, occupant or lessee. Such a person shall not allow "any partially dismantled, nonoperating, wrecked or junked motor vehicles to remain on his property longer than 60 days, without a valid state inspection sticker issued and displayed."
Three settings escape it: a vehicle "in an enclosed building," one a lawful business or farming enterprise needs for its work, and cars at the place of business of a state class license holder. A hatchback sitting under a cover beside the house fits none of them.
That sticker is the hard part with a car that won't run. Statewide, a safety inspection is required on all cars, plus a yearly emissions check on onboard-diagnostic models under 15 years old. Already failed? Read failed inspection or rust.
The street: 72 hours
Section 22-145 governs cars on city ways. An officer who determines a vehicle was "left or abandoned by the owner for a period of 72 hours or more on a public or private way" may have it removed and disposed of under state law. The same section wants both right-side wheels "within 12 inches of the curb" and a clear passing lane "at least ten feet wide," and those rules apply to any car left standing on a city street.
Title paperwork in Massachusetts
Gloucester sellers state the mileage on the title's transfer document, and the buyer joins them in signing, printing and dating the transfer. The Registry's instructions mention no notary. When the title offers no price box, a bill of sale must show the figure instead.
A Gloucester car totaled by an insurer may carry a permanent salvage brand on its title, REPR when repair is possible and PART when it only serves for parts. Massachusetts will never register a car branded PART. The salvage rules skip any Gloucester passenger car that had turned 10 years old by the date of the loss.
Plates stay on Cape Ann with you
Massachusetts plates belong to the person selling. Cancel the registration online so the city stops billing excise, and save the confirmation. From then on the car may not legally be driven anywhere public. In Gloucester, cut the plates up, recycle them, or move them to a new car within 7 calendar days. More in after you sell.

Questions people ask
- In Gloucester, when does a wreck in the yard become a code violation?
- After 60 days. Under Section 9-11, a partially dismantled, nonoperating, wrecked or junked car can't sit on city property past that point unless it shows a valid state inspection sticker. Cars inside an enclosed building are exempt, as are vehicles a lawful business or farm needs.
- Would a current sticker keep the car legal past 60 days?
- The section's wording turns on the sticker, so a car showing a valid one falls outside it. Getting one is the catch: Massachusetts makes every car pass a safety inspection, and onboard-diagnostic cars under 15 years old an emissions test as well.
- Gloucester street parking: how long before a dead car can be towed?
- Section 22-145 lets an officer have a vehicle removed and disposed of under state law once an investigation finds the owner left or abandoned it for 72 hours or more on a public or private way.
- Who ends up with the plates after a Gloucester sale?
- The seller. End the registration. Then cut the plates up, recycle them, or shift them to a new car during a 7-day grace period.
