Selling a broken or junk Mercury Cougar
The last Cougar, the sport compact sold from 1999 to 2002, drew 842 complaints to NHTSA in just four model years. The rear-drive Cougars of 1989 to 1997 drew 911 across nine. The 1999, its first year, is the busiest Cougar on file with 454 complaints.

The car in the photo is a 1968, from the Cougar's first generation. Our numbers cover 1984 onward, since that's where EPA's model list for the Cougar begins. We counted Cougar complaints sitting in NHTSA's files on October 10, 2026. They log what owners reported and don't rate quality. The final Cougar model years were on the road the fewest years before that count.
The three Cougars in this data
Wikipedia describes the Cougar as a pony car from 1967 to 1973, a personal luxury car from 1974 to 1997 and a sport compact from 1999 to 2002. It was front-engine and rear-drive through 1997.
1984-1988: the sixth generation
These five model years have 128 complaints. For 1984 to 1987 Cougars, owners point to the electrical system more than anything else. Seat belts lead the 1988 (14), the year with 3 deaths recorded in complaints. Recall 83V134 added stronger mounting hardware for the shoulder belt D-ring on 1984 cars. Recall 87V139 added retainer clips to the fuel line couplings of 1986 and 1987 models; that campaign of 3,600,000 vehicles covered many Ford models.
1989-1997: the seventh generation
Nine years, 911 complaints. Seat belts stay in the top three on the 1989 (17) and 1990 (14), and cruise control leads the 1989 (20). The 1993 is the peak of this generation: 195 complaints, 102 of them naming the engine and engine cooling. Power train leads the 1994 (33) and hydraulic brakes the 1995 (34).
The 1989 got two chassis recalls. Recall 89V081 stopped the front brake caliper from touching the stabilizer bar, which could add pedal travel after slow turns. Recall 89V080 replaced rear suspension knuckles that were heat-treated wrong and could crack at high mileage. Later recalls replaced ignition switches on 1988-1993 cars (96V071, a 7,900,000-vehicle campaign across Ford's range), covered fuel lines on 1992-1993 cars in salt-belt states (97V159) and fixed headlights that could go out on 1992-1993 cars with fog lights (99V275). NHTSA lists no recall campaigns for the 1994, 1995 or 1997.
Wikipedia's generations jump from 1997 to 1999. NHTSA's file holds a single complaint filed under 1998.
1999-2002: the sport compact
The 1999 drew 454 complaints, 23 crashes and 27 injuries reported, led by the electrical system (63), hydraulic brakes (55) and the engine (46). It also carries 7 recall campaigns:
- 99V194: a burr in the accelerator cable sleeve could fray the wire so the pedal might not return.
- 99V226: a door latch pawl coating could swell in humidity and stick open.
- 00V075: a rear brake pressure valve on cars without ABS could corrode (1999-2000).
- 01V031: a misrouted battery cable on 2.5-liter V6 cars could touch the power steering line (1999-2000).
- 01V032: brake lamp switch terminals could overheat.
- 01V230: a new heater blower resistor and jumper harness for cars built at the AutoAlliance International plant.
- 04V421: a fuel delivery module filter that could clog (1999-2002), run as a safety improvement campaign.
Fuel system complaints climb as these cars age: 35 on the 2000, then the top area on the 2001 (18) and 2002 (36).
Cougar complaints and recalls, year by year
Recall campaigns are per model year; one campaign can cover several, so the column doesn't sum to 22.

Is it a classic or a junker?
The photo shows the other end of the Cougar's history. Wikipedia counts 150,893 Cougars built for 1967 and 113,720 for 1968. The GT package of those years had a 390 "Marauder GT" V8 rated at 320 hp, and the Eliminator replaced the GT on April 1, 1969. If you own an early Cougar, even a rough one, read our old project car guide before you treat it as scrap.
Fix it or sell it?
Hold the repair quote against what a running Cougar of the same year is worth.
- Stalling or no fuel on a 1999-2002: ask a Ford dealer whether the 04V421 fuel module campaign was done, and check your VIN at NHTSA's recall lookup. If it simply won't start, see car doesn't run.
- Electrical gremlins on a 1999-2000: that's the top complaint area for both years. Our electrical problems guide helps size the job.
- Overheating on a 1993: engine and cooling dominates that year. See head gasket or overheating.
Selling your Cougar whole
- Read the Cougar's VIN off the dash or door jamb, and write down its mileage and problem.
- Get an offer online or call (877) 421-6008.
- Describe its spot, and say if the wheels turn, the steering moves and the tires hold air.
- Sell the whole car as it sits. Don't strip the wheels or converter first; tell us about anything already gone.
- Title in hand and ID ready when the truck shows up. No title? See selling with no title, then after you sell for plates and insurance.
Other Mercurys: the Mystique, Sable and Grand Marquis.
Questions people ask
- Which Cougar years have the most NHTSA complaints?
- The 1999, at 454 in NHTSA's October 10, 2026 count. After it: the 2000 (211), 1993 (195), 1994 (137) and 1995 (109). The 1999-2002 cars are also the youngest, with the fewest years on the road behind them.
- My 1999-2002 Cougar loses power or stalls. Was there a recall?
- There was a campaign. Ford said contamination of the filter in the fuel delivery module could reduce and eventually block fuel flow to the engine on 1999-2002 cars (04V421). Ford ran it as a safety improvement campaign rather than a recall under the Safety Act. To check your own Cougar, type its VIN in at nhtsa.gov/recalls.
- Do you buy old Cougars, not just late ones?
- We buy whole non-running and junk cars of any year, with free pickup anywhere in the US. If you have a restorable early car, read our old project car guide first; that's a different kind of sale.
