Selling a junk or broken-down car in Owatonna
In Owatonna, a car can be called junk before it ever breaks down. Section 93.021 counts any vehicle that "does not have attached thereto a valid and current license plate" under its junked vehicle rule. That is enough to make it a public nuisance on private property. A car that cannot move "under its own power" joins it once it sits outside for more than ten days. We buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

How the junked vehicle rule works
The section opens plainly: it is "a public nuisance for any person to pile, store or keep wrecked, junked or abandoned vehicles on private property" inside city limits. Then it adds the two cases above, a car with no current plate and one that cannot run after ten days outdoors.
Enforcement starts with a complaint. Police look into it, and if they find a violation, the officer gives the owner notice. "If the violation still exists after the expiration of the ten-day notice, an officer is authorized to sign a complaint." Some filling stations, storage garages and car dealers in commercial or industrial districts can get a special permit to keep junked vehicles. A home cannot.
Zoning backs this up. Section 157.053 limits home parking areas to "licensed and operable passenger automobiles," a single light truck and recreational vehicles. Required parking spaces may not be used to store inoperable vehicles.
Winter streets and the 48-hour limit
From November 15 through March 31, Section 72.02 keeps cars off Owatonna streets from just after midnight until noon. One exception is the odd-even rule. On even dates use the even-numbered side, and on odd dates use the odd side. An Owatonna car with a dead starter is stuck on whichever side it died on.
Any time of year, Section 72.03 says no vehicle may stay on a street, public lot or alley "for 48 hours or more unless otherwise posted."
When the title says salvage
Minnesota's title rules shift once an insurer gets involved. DVS calls a car salvage after an insurer writes it off as a total loss or pays such a claim, or after damage exceeds 80 percent of what it was worth. An Owatonna car from 2021 to 2026, the last six model years and the late-model or high-value group, is marked "salvage." Anything older gets "prior salvage." To lose that brand, the car has to pass a $35 DVS anti-fraud inspection, plus a filing fee. On a salvage title, the registration can be renewed just one time.
An unrepairable total loss follows a separate path. Whoever takes over the car hands in the title and asks for a junking certificate. That certificate lets them hold the car and haul it, nothing more. See salvage title for the details.
The everyday Owatonna sale
For a plain sale, Minnesota keeps the steps few. The DVS seller steps list no notary in an Owatonna sale or any other. Minnesota plates belong with the car, so they leave with the buyer. Enter the price, sale date and disclosures, then get the Notice of Sale to DVS, mailed or online, inside ten days. No emissions check stands in the way either: Minnesota stopped testing in 2000.

Questions people ask
- Does a car without plates count as junk in Owatonna?
- Yes. Section 93.021 counts any vehicle without a valid and current license plate as covered by the junked vehicle rule, whether or not it runs.
- How many days may a stalled car stay outdoors in Owatonna?
- Ten. Section 93.021 reaches a car unable to move under its own power once it has been parked or stored outside for more than ten days.
- Where can I park on an Owatonna street in winter?
- From November 15 through March 31, Section 72.02 bans street parking from just after midnight until noon, except on the side that matches the date. Even dates allow the even-numbered side of the street, and odd dates the odd side.
- My Owatonna car was totaled by insurance. Does the title change?
- It can. For an Owatonna car, DVS calls it salvage when an insurer names it a total loss or pays it as one, or when the damage tops 80 percent of what it's worth. A salvage brand can then go on the title.
