Selling a junk car in Portsmouth
Replacing a lost title in New Hampshire costs $35 for applications from January 1, 2026, up from $25. RSA 261:20 made the change, though a copy of the DMV's own FAQ still read $25.00. For a Portsmouth owner with a dead car and no title in the drawer, that fee and a wait of about 30 to 50 calendar days come before anything else.

Getting a replacement title
The form is the Application for Duplicate Title, TDMV 18. Two details trip people up:
- If the car was owned jointly, every owner signs.
- Had a lien on it at some point? Include a Release of Lien, TDMV 20. Our lien release guide covers getting one from an old lender.
Titles come from the state DMV. It says they take approximately 30 to 50 calendar days from when it gets the application. Start the duplicate before you plan the sale.
When no title is needed at all
Check the model year first. Except for heavy trucks over 18,000 lb, New Hampshire doesn't title a motor vehicle with a model year before 2000. For those cars, a lost title is not a problem. A Portsmouth seller provides the TDMV 22A bill of sale. With it goes a TDMV 19A "Verification of Vehicle Identification" or a copy of the most recent registration or title.
A crushing or shredding facility takes the title assigned to it for a titled car. A title-exempt car does not need one.
Signing over a Portsmouth title
A Portsmouth sale with a title goes fast. On the back, the seller writes the buyer's name and address and today's mileage, as the DMV asks. Seller and buyer each sign, and the buyer gets the title. That happens at the time of sale. No separate seller notice follows for a titled car.
Portsmouth's own code
With no Portsmouth city code to read online, this part sticks to state law. Unregistered or broken cars sitting on a Portsmouth lot may face city limits too. Ask the city before relying on anything here.
What to do with the plates
Keep them. The registration expires when ownership transfers, and the expired registration is what you bring to the town or city clerk to claim transfer credit on your next vehicle. The DMV says once your Portsmouth plates move to another car, the old car is no longer registered and can't be driven. After you sell lists the rest.
