Selling a dead car in Salisbury
A junked car in Salisbury has one legal home: indoors. Section 13-280 says it "must be kept in a garage or accessory building structure that provides a complete enclosure so that the junked motor vehicle cannot be seen from a public street or abutting property." Even the building is checked. It must be "erected pursuant to the lawful issuance of a building permit" or be a lawful nonconforming use. No such garage? We buy whole non-running and junk cars. You sell the whole car as it sits, with free pickup anywhere in the US.

What makes a car junked here
Section 13-277 starts with the tag. A junked car is one "that does not display a current license plate lawfully upon that vehicle," plus a further state test, wreck damage being the obvious one. The exemption is worth reading twice: "Motor vehicles that are used on a regular basis for business or personal use are exempt from removal and disposal as junk vehicles." A commuter with a stale sticker is not the same case as a Rowan County backyard relic.
The city code inspector looks first. The director of public services then decides, and a removal order needs a written finding "that the aesthetic benefits of removing the vehicle outweigh the burdens imposed on the private property owner."
Salisbury warns before it tows
Under Section 13-281 the owner hears first, by first class mail when a name and address turn up. A windshield notice instead means removal waits "no sooner than fifteen (15) days for a nuisance or junked motor vehicle, or seven (7) days for an abandoned vehicle." An owner who disagrees can appeal instead.
Section 13-282 carves out urgent cases with no warning at all, such as "vehicles blocking or obstructing ingress or egress to businesses and residences, vehicles parked in such a location or manner as to pose a traffic hazard, and vehicles causing damage to public or private property."
Towed from a street or city lot
When the city removes a car from a posted zone or a public street, Section 13-151 starts a hard clock: the claimant "must produce satisfactory evidence of ownership or right to possession within thirty (30) days from the date of such storage" and pay the removal and storage charges plus any fine. Miss it, and the city or the garage may sell the car for its charges. Section 13-290 forbids taking it from city storage "unless and until all towing and impoundment fees which are due, or bond in lieu of such fees, have been paid." More in towed or impounded.
Title and plates from Rowan County
Titles don't come from Rowan County. In Salisbury these come from the state, through a plate agency or by mail. For Salisbury we checked three offices. Suite D, 929 Concord Parkway S. in Concord is about 20 miles south of downtown Salisbury on a map. Charlotte's Wilkinson Blvd. office (3250, Suite G) is about 38 miles southwest, and Conover's at 803 Conover Blvd. W. about 40 miles west.
Your title signature goes on the back, witnessed by a notary. Selling a car you own jointly with a spouse or relative? Two owners on a Salisbury car both sign before a notary. Add a copy of the ID or driver's license for whoever is listed second. Any damage you know about goes on Form MVR-181, which every seller owes the buyer.
The tags stay yours. Pull them off, then turn them in ahead of canceling coverage. Rowan requires emissions testing. If the registration already lapsed, North Carolina adds a late fee that climbs from $15 to $20 to $25 as the months pass. For a car that quit years ago, see car sitting for years.

Questions people ask
- Will a car cover keep a junked car legal in a Salisbury yard?
- Section 13-280 requires a junked car to be kept in a garage or accessory building that encloses it completely, hidden from the street and the neighboring lot. That building must itself be lawful, either built under a building permit or a lawful nonconforming use.
- My Salisbury commuter car has an expired tag. Can the city call it junk?
- Section 13-280 exempts motor vehicles driven regularly for business or personal use from removal and disposal as junk vehicles. A car that still gets used is treated differently from one that never moves.
- Salisbury towed my car off a street. How long can it sit before a sale?
- Under Section 13-151, you have 30 days after the car goes into storage to show it's yours and pay the removal and storage charges and any fine. After those 30 days, the city or the storage garage may sell the car for the charges.
- Who keeps the tags when a Rowan County car is sold?
- The seller. In Salisbury, as everywhere in North Carolina, the plate stays with the owner. A Salisbury plate either moves to another car of yours or goes back by mail or through a plate agency before the insurance stops.
