Selling a dead or junk car in Kannapolis
Kannapolis puts a clock on the backyard car. Section 10-235 lets one junked car rest in the rear yard under "an acceptable covering for not more than sixty (60) calendar days." Then: "Junked motor vehicles kept on the premises more than sixty (60) calendar days shall be kept inside a completely enclosed building." If day 60 is near and no garage is free, we buy whole non-running and junk cars, and free pickup anywhere in the US reaches Kannapolis too.

When Kannapolis calls a car junked
Section 10-232 tracks state law: a car that "does not display a current license plate lawfully upon that vehicle" and meets another test, like being "partially dismantled or wrecked." The city zoning administrator may order removal after "finding in writing that the aesthetic benefits of removing the vehicle outweigh the burdens imposed on the private property owner."
Only a car "entirely concealed from public view" earns the 60 days. A bare wreck by the side of the house gets no grace period.
Kannapolis notice by mail or windshield
Section 10-236 mails a junked-car notice "by first class mail" when Kannapolis can track down the owner. With no name or address, the warning sticks to the windshield. The tow date falls "no sooner than seven (7) days after the notice is affixed or mailed." Appealing is the alternative to moving it.
Section 10-238 waives warning when there is "a special need for prompt action," naming "vehicles blocking or obstructing ingress or egress to business and residences," traffic hazards and property damage. On private ground, Section 10-242 has the city tow only at the owner's written request, nuisance and already-ordered cars aside.
In a Kannapolis park, a car left "on the grass, or on the shoulder of a road" may be towed at the owner's expense under Section 12-33.
Kannapolis tow already happened
Section 10-240 allows taking the car back "at any stage in the proceedings": cover towing plus storage, or post "a bond for double the amount." Section 10-245 bars hauling it out of storage first.
Cabarrus and Rowan inspections
Kannapolis straddles Cabarrus and Rowan, and each county is on the state's emissions list, so the county line changes nothing for inspections here. Yearly safety checks apply statewide.
Kannapolis titles and plates
NCDMV titles move through plate agencies. The Concord office we checked, 929 Concord Parkway S., Suite D, is about 6 miles south of central Kannapolis in a straight line. Either county may have more.
The seller's signature on the back of a Kannapolis title has to be notarized. Both people put their names and addresses there too, along with the date, mileage where required, and the damage statement. Sellers must report known damage on Form MVR-181, which counts for a wrecked car.
Strip the plates at the handoff. They return to NCDMV unless you shift them to another car you own.

Questions people ask
- How long may a junked car stay in a Kannapolis backyard?
- Under Section 10-235, one junked car may stay in the rear yard beneath an acceptable covering for up to 60 calendar days. Past that, it belongs inside a completely enclosed building.
- How does Kannapolis warn an owner before a tow?
- Section 10-236 mails the notice first class when the owner can be found and otherwise posts it on the windshield. The tow comes no sooner than seven days later.
- Can Kannapolis tow with no warning?
- Yes. Section 10-238 lets Kannapolis act this way when speed really matters, like a car that blocks a driveway or shop entrance, puts traffic at risk, or harms property.
- Must I tell a North Carolina buyer about crash damage?
- Yes. In Kannapolis, the seller lists any damage they know of on the "Damage Disclosure Statement" (Form MVR-181).
