Selling a junk car in El Reno

El Reno has a way to collect for hauling off a junk car that most towns do not. When the city hauls one away and nobody at the property covers the cost, Section 246-6 says the "unrecovered cost may be added to the municipal utility bills of the private property from which removed." The bill can follow the car's old address. To head that off, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

The 72-hour rule

Section 246-6 makes it "unlawful and an offense" to leave "any junk vehicle, as defined in this article, in the open upon public or private property within the City or on a public street for a period exceeding 72 hours." The exceptions are a car "stored within a fully enclosed building" or one on property zoned for that use.

Both the vehicle's owner and whoever owns, leases or controls the land carry the duty. Each must "remove the junk vehicle from such property or have the junk vehicle housed in a building where it will not be visible from the street or from other private property." The Code Enforcement Officer gives notice of removal to the property owner.

What El Reno counts as junk

Section 246-1 lists a vehicle that is "wrecked, dismantled, partially dismantled, inoperative, deteriorated, decayed, lacks necessary repairs or maintenance, abandoned, discarded." It also covers one "bearing no State license plate or bearing a State license plate that is more than three months out of date."

A second section, 264-2, treats open storage of an "abandoned motor vehicle" on residential or business property as a nuisance. It defines that as a car "incapable of being moved under its own power, or a vehicle that does not have affixed thereto a current license tag."

You can push back. Section 246-1 allows an appeal by "filing written notice of appeal with the City Clerk within 10 days after the notice or order is rendered."

Tags and police tows

Section 343-74 lets police impound a car whose plate has "expired for a period in excess of 90 days," or whose temporary paper tag is more than 30 days expired. The city's impound fee is separate from what the towing service charges for the tow and storage.

The county office is in town

The Canadian County office we list is in El Reno itself, at 314 W Rogers, (405) 295-6330. From downtown El Reno it's under a mile to the southeast, measured directly. Tag agencies across the state handle titles too.

Oklahoma rules for the buyer and the seller

You sign the title assignment, with any liens listed, before a notary and hand it over with the car. After that, the buyer carries most of the duties:

  • The buyer presents the assigned title and insurance verification within 30 days of delivery, paying the $11.00 title fee plus any excise tax.
  • The state wants titles applied for and issued within 2 months of taking ownership.
  • A buyer carrying a dated bill of sale, notarized, may drive plateless for 5 calendar days.

Your plate stays with you. Oklahoma has no emissions testing. The only inspection on Service Oklahoma's title page is a $4 VIN inspection, required when a record carries a serial-inspection hold. See our bill of sale page for what to write down.

Questions people ask

What is El Reno's clock for a junk car in the open?
72 hours. Section 246-6 bars a junk vehicle sitting exposed on public or private land, or on a public street, beyond that, unless a fully enclosed building houses it or the land is zoned for it.
What if the city removes the car and I don't pay?
Under Section 246-6, the unrecovered cost of the city's removal may be added to the municipal utility bill for the property it came from and collected the same way.
Can I appeal a junk-vehicle order in El Reno?
Yes. To appeal under Section 246-1, file a written notice with the City Clerk within 10 days after the notice or order. Put in your name, your mailing address and your reasons.
Who pays the Oklahoma title fee when I sell?
The buyer. The buyer presents the assigned title and insurance verification within 30 days of delivery and pays the $11 title fee plus any excise tax.
