Selling a dead or junk car in Millcreek
Emissions testing applies to most parked Millcreek cars. The city lies in Salt Lake County, one of just five Utah counties that test, and its 2026 table lists every model year from 1996 to 2020 as needing it.

Reading the county table
Cars from 1995 or earlier are exempt on the Salt Lake County table. Millcreek cars younger than six years get tested every two years. Even model years test in even years and odd model years in odd years.
Safety checks are mostly history. Utah ended them for most vehicles at the start of 2018, keeping a yearly one only for commercial vehicles. For a typical Millcreek car, emissions is the hurdle left. Failed inspection or rust covers a car that did not clear it.
Selling with no current certificate
Utah's hand-over list names the signed title, the current registration certificate and, "if applicable," a current emissions certificate. That last item is the one a long-parked car tends to lack, and sitting for years covers the other gaps such a car picks up.
Local rules
No Millcreek code turned up in our online search, so Utah law fills in here; the city may still set its own. The state treats a car as abandoned after it stays "on public or private property for a period in excess of seven days without express or implied consent of the owner or person in control of the property," or after 48 hours unattended on a highway.
Title and plate
Every vehicle driven in Utah needs a title, regardless of age, and the state issues them. We found a Motor Vehicle Division office at Suite 1200, 4315 South 2700 West in Taylorsville (801-297-7780). That is roughly 7 miles west of central Millcreek on a map.
Title gone missing? Form TC-123 lets you assign the car straight to its buyer, no duplicate in your name required. Your signature goes on without a notary, and Utah expects the buyer to have the title within 48 hours.
Your plate leaves with you unless the buyer is purchasing it too, which keeps future tickets off your record. File the sale on the online portal, through the post or at 1-800-DMV-UTAH. The Utah page and after you sell fill in the rest.
