Selling a dead or junk car in South Salt Lake
Walking away from a towed junk car does not end the bill in South Salt Lake. When a court or administrative law judge orders an inoperable car abated, Section 10.04.010 has the owner pay impoundment charges "regardless of whether the owner retrieves his or her vehicle from impound." Selling the car before it gets that far is simpler. We buy whole non-running and junk cars, you sell the whole car as it sits, and pickup is free anywhere in the US.

Section 10.03.020: the lot rule
The city code says it is unlawful "to cause or permit any inoperable vehicle to remain on property or premises within the corporate limits of the City of South Salt Lake," unless it is tied to a licensed, lawfully placed business or fits an exception. It calls such cars and loose parts "unsightly and deleterious objects."
What counts as inoperable is set in Section 10.01.010. One of its tests is plain: "The vehicle is a junked, wrecked, or salvaged vehicle."
The exceptions written into 10.03.020:
- A garage or barn. The car may sit inside an enclosed accessory structure, as long as the building is no hazard and met the codes in force when it went up.
- Covered and harmless. Among the listed conditions: the car "is covered during periods of rain or snowfall such that precipitation does not enter the vehicle's interior," and its placement is no health or environmental hazard.
- Not in a shared lot. "No inoperable vehicles shall be permitted to be kept in apartment complex or condominium parking lots unless the owner meets the requirements of subsection F."
Parts piles get their own warning. Hauling parts or scrap off for "less than four consecutive days during the seven-day period is not a defense." Shuffling the pile away for a day or two and bringing it back does not cure anything.
Even businesses are held to it. Under Section 17.04.030, auto restoration shops must keep "All wrecked or inoperable vehicles" inside the main or accessory structure, and parking cars under repair in the right-of-way is prohibited.
Street clocks in Section 10.02.010
- 72 hours. South Salt Lake bars parking on a street or alley "for more than seventy-two (72) consecutive hours." Qualifying recreational vehicles may stay up to 240.
- Snow nights. Between 2 a.m. and 6 a.m., when snow removal may be needed, the limit drops to one hour. "The fact that snow fell during such hours shall be prima facie evidence of the need for its removal."
- Mailboxes. Keep clear of the 10 feet around a mailbox from 7 a.m. to 7 p.m., Monday through Saturday.
The registered owner is "per se responsible" for the ticket, whoever parked it.
After an impound order
Section 10.04.010 sends ordered removals to tow and impound under state procedures. Utah law then gives an older car a short runway. Picture a 2015 sedan towed in 2026. This South Salt Lake car is past eight model years. In South Salt Lake, the tow operator gets a certificate of sale from the state once 30 days go by after the first notice and no owner or lienholder has come forward. Age starts counting on the impound date, and the VIN supplies the model year. See towed or impounded.
Title, plates and the emissions certificate
Utah titles come from the state's Motor Vehicle Division, not a county clerk. We checked the Taylorsville office, 4315 S 2700 W, Suite 1200 (801-297-7780). It lies roughly 4 miles as the crow flies, southwest of central South Salt Lake.
Skip the notary; Utah does not ask for one. Check the owner names on the front: AND between them means both must sign, OR means either can. The buyer should get the signed title within 48 hours. A car younger than 20 model years also takes Form TC-891, which records the mileage.
Because Salt Lake County tests emissions, include the latest emission certificate with the paperwork when there is a valid one. The plate comes off and stays with you unless the buyer is paying for it too. Afterward, tell the DMV the car is gone: online through the MVP portal, on form TC-502, in a mailed letter or over the phone. Title missing? Part two of Form TC-123 assigns ownership straight to the buyer, so no duplicate is needed in between; selling with no title explains.

Questions people ask
- Can a dead car stay in a South Salt Lake driveway if it is under a tarp?
- Section 10.03.020 makes it unlawful to let an inoperable vehicle stay on property in the city. A garage or barn that is safe and met codes when it was built is allowed. The section also lists conditions under which a car may be kept, including that it stays covered when rain or snow falls so no water gets inside, and that it is no health or environmental hazard. Read the full section before relying on a cover.
- My apartment complex has a dead car in the lot. Is that allowed?
- Generally not. The code says no inoperable vehicles may be kept in apartment complex or condominium parking lots unless the owner meets the requirements of subsection F of the same section.
- If the city impounds my junk car, can I just leave it there?
- Leaving it does not end the bill. Under Section 10.04.010, an abatement order requires the owner to pay impoundment charges whether or not the owner ever picks the car up. Older cars face a state deadline too. A South Salt Lake tow operator may get a certificate of sale when a car at least eight model years along goes unclaimed for 30 days past the first notice.
- Does a junk car sold in South Salt Lake need a notarized title?
- No. Utah does not require a notary on the seller's title signature. The buyer must get the signed title from you no later than 48 hours after the deal.
