Ten days, or 30 for a shop
Only two groups escape the ten days: auto sales, repair or storage businesses on land zoned for them, and junkyards licensed by the village. Even a sales or repair business may keep such cars outside on private property for no more than 30 days. Section 16-44 separately bars storing any junk or junked vehicle outside a building unless you are a licensed junk dealer.
Section 34-215 adds a surface rule. In the R-1 to R-4 residential districts, the village "prohibits vehicle parking or storage in any yard on grass, unimproved areas or areas without a hard surface." A dead car on the lawn breaks that from day one.
When a car dies on a village street
Under 34-287, the owner or driver of a disabled registered vehicle who cannot move it off a street, alley or public place should notify the village police department of its location within 12 hours. The same section offers a way out: if the owner asks, the village's police chief can have it "removed and junked directly from the scene of disablement" by the contractor the village uses for tows.
A car found abandoned is impounded under 34-278. Should the tow bill plus 14 days of storage exceed the car's value, the chief can have it junked or sold ahead of schedule. And during a snow emergency proclaimed by the village president, no vehicle may be left on the streets during the hours the proclamation sets.
Wisconsin title and plates
Wisconsin's titles come from WisDOT's Division of Motor Vehicles. You can only sell a car titled in your name. Two owners linked by AND both have to sign; linked by OR, either one can sign alone. For a junk sale, write Junk across the title, and a lost title is no barrier to junking. If the title shows someone else, see car not in your name.
Unscrew the plates before the truck arrives, and either transfer unexpired ones to a like vehicle of yours or destroy them. A Howard seller whose buyer is a private person reports that sale to the state within 30 days. Neither Brown nor Outagamie County is among Wisconsin's emissions-test counties.

Questions people ask
- How long can an inoperable car stay outside in Howard?
- Ten days. Past that point, Section 16-150 forbids keeping an unlicensed, disassembled, inoperable, junked or wrecked vehicle out in the open anywhere in the village. Exceptions are an auto business on land zoned for it and a licensed junkyard.
- My car broke down on a village street. What do I do?
- Can't get it moved? Under Section 34-287, let the village police department know its location within 12 hours. If you ask, the police chief can have it removed and junked straight from the scene by the village's towing contractor.
- Can I park the dead car on the lawn?
- Not in the R-1 to R-4 residential districts. Section 34-215 prohibits parking or storing a vehicle on grass, unimproved areas or anywhere without a hard surface.
