Selling a dead or junk car in Manitowoc
Leave a car alone on a Manitowoc public street or other public land for over 24 hours, and it counts as abandoned. On private land, a junked or inoperable car gets 72 hours after written notice. Rather than wait out either clock, you can sell it. We buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

Three ways Section 16.130 makes a car abandoned
The section opens with a flat ban: "No person shall abandon or cause to be abandoned any motor vehicle, trailer, semitrailer, or mobile home on any highway or public or private property within the City." It then lists when a car is deemed abandoned.
- Public property, 24 hours. "Any vehicle left unattended on any public property, including any highway or public street, for a period in excess of 24 hours shall be deemed abandoned." That holds whether or not the car runs.
- Junk in the open, 72 hours after notice. A vehicle that is "disassembled, inoperable, unlicensed, junked or wrecked" and "stored or allowed to remain in the open upon public or private property" becomes abandoned 72 hours after the city notifies the landowner in writing and mails notice to the vehicle owner, if that is someone else.
- Ticketed, 72 hours. The code also catches a car "allowed to remain standing on any highway or public property in the City for more than 72 hours after a notice of parking violation has been placed on the vehicle," as long as 48 hours have passed since the city mailed the owner a notice of intent.
The second clause matters most at home. It reaches a car in your own yard or driveway, and the word "unlicensed" pulls in a Manitowoc car with lapsed plates even when it drives fine.
After the city acts
The code says a junked or abandoned car "may be impounded and disposed of" under Wisconsin law. The state then bills the owner for the abandonment and for every impound and disposal charge. If Manitowoc tow and storage charges pass what the car is worth, it can be junked or sold sooner. Mostly intact cars over 19 model years old follow a separate state disposal process. Already towed? Our guide to a towed or impounded car covers what to do.
Wisconsin paperwork
Most sellers need only three things.
- The title, completed on its reverse. Sign, date, enter the miles, answer the brand question, write the sale amount and add who is buying and where they live. Where the front names co-owners with AND between them, all of them sign.
- Junk wording when it applies. A car going to the shredder gets Junk written across its title, and Wisconsin closes the door on it for good. Missing paperwork is fine for this purpose: WisDOT junks cars without a duplicate title.
- Plates in your hands. Never leave them on an auto or light truck. Reuse unexpired plates on a comparable car of your own, or destroy them. They should never be mailed to the DMV.

Getting an offer
Send the form or dial (877) 421-6008. Share what car you have, running or not, plus its miles, if the engine works, and how the title looks. If a 72-hour notice is already posted, say so. Pickup reaches a side street by the river or a yard at the edge of town just the same.
Questions people ask
- What is the parking limit before Manitowoc calls a car abandoned?
- One day. Section 16.130 says "Any vehicle left unattended on any public property, including any highway or public street, for a period in excess of 24 hours shall be deemed abandoned." A second clause covers a ticketed car still in place 72 hours later, once 48 hours have passed since the city mailed the owner a notice of intent.
- Does the city rule cover my own driveway?
- Yes. A vehicle that is "disassembled, inoperable, unlicensed, junked or wrecked" and kept outdoors on private land becomes abandoned 72 hours after the landowner gets written notice and a notice is mailed to the vehicle owner.
- Who pays if the city tows an abandoned car?
- Under Wisconsin law the owner answers for the abandonment and pays what the impound and disposal cost.
