Junk cars in Horn Lake: the code and the sale
A Horn Lake car can run fine and still be junk. Under Section 38-2, a junk vehicle is any motor vehicle that "meets one or more of the following conditions," and one of them reads "The vehicle does not have a valid license plate." One box checked is enough. That bites at sale time. Mississippi sellers take the plate off when the title is assigned, so a car left outside afterward fits Horn Lake's definition. We buy whole non-running and junk cars, and you sell the whole car as it sits.

Two more ways to qualify
Section 38-2 adds "The vehicle is inoperable" and "The vehicle is dismantled, partially dismantled or severely damaged." A seized engine, a half-stripped project or a crumpled front end each qualifies alone.
Storage limits in Horn Lake
Section 38-5 calls junk and abandoned vehicles a public nuisance and draws these lines:
- Keeping a junk vehicle anywhere in the city is unlawful unless it is "completely enclosed within a building" and hidden from the street and neighboring lots, or the property is kept free of health hazards and screened.
- "No person shall leave a junk vehicle on any street or highway within the city."
- Leaving any vehicle so long that it would "reasonably appear to have been abandoned" is barred.
- Street repairs stop at work "of a minor nature to get a disabled vehicle moving again."
Zoning adds a residential rule. Non-compliant vehicles, and trailers of any kind lacking current tags, "shall not be parked or stored on any residentially zoned property other than in completely enclosed buildings." Section 38-4 wants any vehicle allowed in a residential area off the street, in good repair and on a hard surface, unless the planning department has granted a limestone driveway permit.
Police impound
Section 20-19 puts a daily storage fee on a car the Horn Lake police impound and keep on city premises, so the bill climbs each day. If such a car sits unclaimed for 40 days after a police tow, state rules call it abandoned, and the holder can move toward a sale after notifying the owner and lienholder. More in towed or impounded.
DeSoto County tag and title
Hand the old plate to the DeSoto County Tax Collector. Mississippi dates the unused-fee credit from that hand-in day, and the credit works in other counties as well.
On the title, the seller handles all of the assignment besides the buyer's printed name and signature, and an empty buyer-name line is not allowed. A missing title needs replacing before the sale: Form 78-006, $9.00. A Horn Lake car bound for scrap gets a Junked Certificate of Title after the owner surrenders the regular one.
