Selling a junk or dead car in Logan
Logan lets a household keep dead cars, but only two, and only hidden. City code permits up to two inoperable, junked or unused vehicles behind a six-foot opaque fence or structure. A third one, or one sitting in view of the street, breaks the rule. If yours is that extra car, selling it is the simple fix. We buy whole non-running and junk cars in Cache Valley. Sell the whole car as it sits; pickup is free anywhere in the US.

Section 8.38.020: two cars, six feet, opaque
The general ban comes first: "It is unlawful for any person to cause or permit any inoperable, junked or unused vehicles to be in or upon any public or private property, unless in connection with a business enterprise lawfully situated, licensed, and permitted for the same or as allowed in subsection G of this section."
Then the carve-out: "it shall be permissible for any person to keep up to, but no more than, two (2) inoperable, junked or unused vehicles on his or her property so long as the vehicles are kept behind a six foot (6') opaque fence or structure which has the effect of blocking the view of the vehicles from public or private property."
Hold your own Logan lot up against it:
- Count. Two is the cap, no matter how big the yard.
- Height and screen. Six feet, and "opaque," meaning it blocks the view.
- "Unused." The code lists "inoperable, junked or unused vehicles," not only broken ones.
The screen has to block the view "from public or private property," so the neighbors' side matters as much as the street.
How Logan impounds
Section 10.52.040 lists when the city may tow. For a dead car, two cases matter most.
Ignored tickets. A car parked illegally on public property qualifies once "there are six (6) or more parking citations issued against the vehicle that have not been responded to, either by payment of the penalty or appearance at a hearing, for at least thirty (30) days from the date of the filing of the sixth parking citation." Before towing, "Notice of such proposed impoundment must be securely attached to and conspicuously displayed on the vehicle for a period of forty eight (48) hours prior to such impoundment."
Abandoned or junked cars. Here the ordinance borrows state law, which sets 48 hours unattended on a highway or road as abandonment.
After a tow, Logan mails notice that the car carries a lien for towing and storage, and that one "not claimed within thirty (30) days after the mailing date of the notice is subject to sale pursuant to state and local law." No letter goes out when the car shows no plates or other markings that reveal an owner. Owners and anyone with an apparent interest may ask for a hearing; a tow found invalid means release with nothing owed for towing or storage.
Reclaiming under Section 10.52.050
Getting a car out means paying the city its storage costs and the cost of sending notice. At a city-run pound, the code's daily storage figure is fifty cents ($0.50) for the first 30 days, then a monthly rate. Cars impounded as stolen, improperly registered, or with identification numbers removed stay held until the state code sections named in the ordinance are met. When a car isn't worth the fees, towed or impounded lays out other paths.
Logan's title office
Titles in Utah come from the state, specifically the Tax Commission's Motor Vehicle Division. Logan's office on its list: 179 North Main, Suite 209 (435-755-1610). That address sits less than a mile southeast of Logan's center as the crow flies. Hours are on the Utah DMV site.
Cache County emissions
Cache is one of Utah's five testing counties, alongside Salt Lake, Davis, Utah and Weber. On the 2026 county tables, model years from 2020 down to 1996 show as required, with 1995 and older exempt. A Logan seller hands over the signed title, current registration and, where it applies, a current emission certificate. If a failed test is what parked the car, see failed inspection.
Logan seller's paperwork
- Sign the title. No notary in Utah. AND between names needs both owners; OR needs one.
- The buyer must have it within 48 hours of the sale.
- You and the buyer fill out odometer form TC-891 together. Cars at 20 model years or older skip it.
- Put the sale on paper in a bill of sale. The DMV says this paper matters, and its form TC-843 is optional.
- Remove the plate unless it's included. Violations logged against a plate left behind may follow you.
- Report the sale through MVP, by letter or TC-502, or at 1-800-DMV-UTAH.
Lost title? Form TC-123 orders a $6.00 duplicate, or its second part moves ownership directly to the buyer.
For a car that won't ever run again, a State Tax Commission employee may issue an Affidavit of Abandoned and Inoperable Vehicle or Junk Permit if it won't be rebuilt. That paper clears it for dismantling and shredding.

Questions people ask
- How many dead cars may a Logan household keep?
- Two, tops, and both screened by a six-foot opaque fence or structure. Outside that allowance, Section 8.38.020 makes inoperable, junked or unused vehicles unlawful, unless a licensed business is involved.
- Will Logan tow a car over old parking tickets?
- It can. Section 10.52.040 allows it once a car on public property racks up six or more unanswered citations and 30 days pass after the sixth was filed. A warning must hang on the car for 48 hours first.
- Can I challenge a Logan impound?
- Yes. Registered owners, and anyone who seems to hold an interest, may request a hearing. If the officer rules the tow invalid, the car goes back free of tow and storage charges.
- Cache County tests emissions. What does that mean at the sale?
- Along with the signed title and registration, Utah's DMV says a seller passes along the current emission certificate when one applies.
