Selling a junk or dead car in Taylorsville
Taylorsville does not wait for a wreck to call a car inoperable. Section 9.08.020 puts a vehicle that "will not start" on the same list as flat tires, missing tires and broken glass, and lapsed registration alone is enough. Section 9.08.030 then names an accumulation of "inoperable vehicles" among its nuisances.

Everything on the inoperable list
The definition is broad. A vehicle qualifies if it is "not currently registered or licensed in this state or another state," or if it is "dismantled, broken windows, flat tires, no tires, missing doors, missing windows, missing fenders, missing hood, missing trunk, will not start," or would flunk a state safety inspection.
Read literally, a single flat counts. So does a car that "will not start."
Renters are covered too
The "responsible person" reaches past the deed holder. The code says it "includes the property owner and any person who causes or permits a nuisance to occur or remain upon property in the city," listing lessees and anyone entitled to occupy the place. Renting the house does not lift a dead car off your shoulders.
The zoning definitions draw a similar line. Section 13.36.020 describes vehicle sales uses as "not to include nonserviceable or junk vehicles or equipment."
When snow falls
Section 11.20.080 forbids parking on a street or highway "after or during any snow and/or ice accumulation, until after the street or highway is cleared." A car that will not move becomes a violation with the first storm. Utah law adds its own line: two days unattended on a highway, over 48 hours, and the car counts as abandoned.
A title office in town
Taylorsville sellers have it easy. There is a Motor Vehicle Division office we checked in town, at Suite 1200, 4315 South 2700 West (801-297-7780). Measured directly, the office sits around 1 mile north of central Taylorsville.
Even so, much of the work can skip the counter. Utah attaches no notary to the seller's signature. AND between owner names means all sign; OR means any one. The buyer should have the title within two days, 48 hours by law. A Taylorsville seller missing the title can pay $6.00 for a replacement, or move ownership straight over with Form TC-123. More at junk car with no title.
Hold on to your plate unless it goes with the sale, so later tickets cannot follow you. After that, report the Taylorsville sale through the Motor Vehicle Portal, with a signed letter, or by calling 1-800-DMV-UTAH. The Utah page explains more.
